Orange County welcomes refugees again

The tumult in Turkey after an attempted coup and the arrest of tens of thousands of followers of reclusive Islamic cleric Fetullah Gulen has led to Turks seeking asylum in the United States. And one of the most popular areas for refugees is Orange County, specifically the city of Irvine. Though the numbers are currently small, they follow in a long line of people fleeing the violence of their homeland and seeking refuge in OC, from Mexicans during the Mexican Revolution to Vietnamese after the Vietnam War to Somalis during the 1990's and Syrians over the past couple of years. For being such a supposedly xenophobic place, how has OC become such a welcoming place for the persecuted?
