One of the last swaths of undeveloped land in Orange County is in its eastern portion, where Modjeska, Silverado, and Trabuco canyons remain largely unspoiled. That doesn't mean residents breathe easy: developers have tried to construct new projects there for years, usually with the support of the Board of Supervisors. But in a surprising move, the board announced last week it would not appeal a lawsuit that killed the latest proposed development. Have the Supes become tree-huggers -- or are political futures the main reason?
