This week during preliminary hearings, Orange County Superior Court has seen woman after woman allege that former Santa Ana councilmember Carlos Bustamante sexually assaulted them in his capacity as a Public Works manager for the county of Orange. Bustamante was charged with multiple felonies and misdemeanors in 2012, which led to the end of a political career that once saw him work the corridors of power in OC as a rarity: a Latino Republican. Bustamante's alleged crimes also led to a OC Grand Jury report that charged an "atmosphere of fear" had discouraged workers from reporting sexual harassment and protected people like Bustamante.
