Time-Out for Tet?

For the past decade, the Union of Vietnamese Students Association has run a festival in Garden Grove during Tet, the Vietnamese New Year, that draws hundreds of thousands of visitors. This year, however, the Garden Grove City Council effectively canceled the event, claiming it's been a drain on city coffers. The dispute has shoved into the limelight again the strained relationship that the biggest cities that make up OC's Little Saigon — Westminster, Garden Grove, and Santa Ana — have had with the largest Vietnamese community in the world outside of Vietnam over the past 30 years. Is Garden Grove just doing its civic diligence, or are there other factors at play?
