    Three Los Angeles neighborhoods are the target of Clean-Up Green Up, legislation passed by the Los Angeles City Council. Boyle Heights, Wilmington and the Sun Valley-Pacoima have long been considered toxic hot spots due to pollution levels from a variety of sources.
