Why is the LAPD having trouble finding black and brown volunteers? “It doesn’t seem particularly insightful for us to want to be a part of that system. That system is also responsible for putting us behind bars," says Charles Davis, Chief Strategy Officer of USC’s Race and Equity Center. He's skeptical that we should focus on whether there should be more black and brown police officers. Instead, he suggests the big question should be: Do we need police at all?
