Last March, Republicans took control of the South Coast Air Quality Management District. They adopted rules backed by oil refineries and other major polluters. But Democrat Shelia Kuehl has been named to the board to replace Republican Mike Antonovich. What will the shift mean for the AQMD and southern California?
