Why has LA resettled only 136 Syrian refugees?

Millions of Syrians have been displaced since the civil war began there more than five years ago, and what to do with them has been at the top of the list for policymakers. The Obama Administration has achieved its goal of accepting 10,000 Syrian refugees this year. They’re living in cities big and small across the country, but only 136 have resettled in the Los Angeles area. Lack of affordable housing is part of the problem.
