From shootings at Santa Monica College and LAX, to the torture death of a foster child in Palmdale, 2013 had its share of tragedies. It was also the 100-year anniversary of the LA Aqueduct. And the Department of Water and Power came under public scrutiny, from employee salaries to questionable spending at two nonprofit trusts.
