California and Global Warming

Governor Schwarzenegger received a long-awaited staff report today on his goal of cutting global-warming gases back to 1990 levels in the next 14 years.  The move would push California ahead of the federal government on reducing emissions of greenhouse gases.   Simultaneously, Assembly Democrats introduced a bill to get the ball rolling. Is there compromise in the air--in an election year?  We talk to journalists, business advocates, and the co-author of the measure that would make California the first state in the union to set mandatory caps on greenhouse.
