Chief Parks ends cooperation with Garcetti

The LAPD is blocking the District Attorneys office from access to information on the Rampart Divison police scandal. Chief Bernard Parks, according to the LA Times, says since the DA's office has botched the probe, the cops will only work with federal investigators.
