Dumping the Homeless Mentally Ill in LA

The Los Angeles Police Department has told the LA Times it has seen police cars from El Monte, El Segundo, Pasadena and Burbank dropping off what appeared to be homeless people in LA's Skid Row. Experts on the homeless say this "dumping" is partly because there are so few places where they can be fed or housed, and because many of those places are being snapped up by developers. Will they be better off with hundreds of millions from last year's Proposition 63, which will tax the rich to help treat the mentally ill? We talk with the Sheriff, Councilwoman Jan Perry and others about the homeless in LA and its many suburbs.
