Eight contenders, including three district staffers and homeless activist Ted Hayes, are vying for the seat of Councilwoman Rita Walters whose 9th District includes both the city's gleaming downtown skyline and most neglected neighborhoods. In the 11th District, which stretches from Woodland Hills to the Palisades and West LA, incumbent Cindy Miscikowski hopes her high profile as chair of the council's public safety committee will help defeat two opponents.
