Kids in California have been required to wear bicycle helmets for 21 years. In Sacramento, the Senate is considering the first state law in the nation to mandate helmets for adults who cycle, too. Despite studies showing "substantial protection" from injuries in accidents, the California Bicycle Coalition is up in arms. We find out why.
