All over the country, there's heated public debate over police shootings, especially because black Americans are disproportionately on the receiving end. Last year, the LAPD shot 23 people — but this year the number is already 45. State law requires that use-of-force reviews be confidential, but Matthew Johnson, the new president of the Police Commission, wants more public discussion.
