Payback time or teacher catch-up?

Governor Davis is sitting on billions in extra money and wants to  exempt  teachers from state income tax.  Is it a  political payoff?  Or is are teachers finally getting their due? What about firefighters and cops?  And how will is education playing  politically?  Will we see vouchers on the November ballot?  Guests include  Sue Burr, interim Secretary of Education, and Bob Hertzberg, the Speaker of  the Assembly.
