The EPA's Title 6 - Too Little, Too Late?

The Environmental Protection Agency says minority neighborhoods have been saddled with an unfair share of incinerators, dumps and other sources of pollution. The EPA's Title 6 is supposed to take care of that. But will it? Or is it too late? And what is New Mexico saying about the first underground repository for nuclear waste in its back yard?
