Waxman on the Congress, Climate

Today in Italy, President Obama told other G8 leaders that things have changed in Washington when it comes to global warming. By a narrow margin, the House has passed climate change legislation authored by Henry Waxman. After 35 years in Congress, the Los Angeles Democrat is Chair of the Energy and Commerce Committee, and has just published The Waxman Report: How Congress Really Works.
