In 1998, California voters passed Proposition 227, to require public-school instruction in English only. Prop 227 passed by 60%, ended bilingual education in California. Last week the State Senate education committee recommended that Prop 227 be repealed. Democrat Ricardo Lara wants another ballot measure in 2016.
