California Politics and Global Warming Proposition 23 on the November ballot would suspend Governor Schwarzenegger's proudest achievement, AB 32 . The law that sets limits on emissions of greenhouse gases would not go back into effect until unemployment stayed at 5.5% for four consecutive quarters. The Prop 23 campaign is funded mostly by out-of-state energy companies. It's supported by the business-oriented base of California's Republican Party but, in a blue state where Independents will make the difference, Republican candidates are having trouble. The campaign against it is getting money from Silicon Valley and other centers of the so-called "green economy."
