The State of California’s Plan to Reduce Greenhouse gas Emissions Last year, Democrats and one Republican passed AB 32 , which calls for California to reduce greenhouse gases 25% by the year 2020. With a pat on the back from then-Prime Minister Tony Blair, Governor Schwarzenegger said it would “ change the course of history .” He said other states and the federal government would follow his lead and that California would be a world leader in clean technology.
