Prop 54: last-minute lawmaking
A discussion about Proposition 54, which, if approved, would end the practice of last-minute lawmaking by California legislators.
Under current law, California legislators can gut and amend bills in the final days of a session. Those bills are voted on before the public can weigh in, but Proposition 54 seeks to end the practice.
Correction: This segment implies that the ACLU has endorsed this proposition. In fact, the ACLU has not taken a position on Prop. 54.
