ACLU Sues Laguna Beach over Homeless

Why the civil-liberties group sued the OC coastal town for the second time in a decade.

Long a tourist favorite for its stunning seaside cliffs and easygoing life, Laguna Beach finds itself the target of an ACLU homeless suit for the second time in a decade. Back in 2008, the organization sued the city and its police department for ticketing homeless people who slept on the beach or in the parks. A settlement led to the establishment of a homeless shelter. Now, the ACLU claims the shelter isn't accessible to people with mental or physical disabilities, and claims the police are targeting these people in violation of the original settlement. City officials say they're doing all they can to help homeless in the city, and claim it's just a move to force them into building permanent housing for transients. Which side will win this time?
