    OC Supes to Create Fortress Orange County

    A plan to update the buildings where OC's government is housed.

    Tomorrow, the Orange County Board of Supervisors is set to begin discussions on the future of the Civic Center, the area in downtown Santa Ana where most of the county's government is based. When the current buildings were erected in the early 1970's, Orange County still had a lot of unincorporated areas, and supervisors had far more power. Today, many of the buildings are dilapidated, with some even abandoned. The supes will discuss a proposal to build new structures and consolidate various county agencies into them, but critics say that's just a band-aid on the Civic's Center biggest problem: the hundreds of homeless that now call it home. Which side will win?
