OC's African-American Problem

Whether it's allegations that Disneyland characters won't hug black children, UCI students using blackface, fashion companies settling multimillion-dollar discrimination lawsuits, or black families moving out of their neighborhoods due to harassment, Orange County seems to host a never-ending parade of anti-black incidents. It's not surprising, in a way: out of the 25 biggest metropolitan areas in the US, Orange County's the only one with an African-American community of less than five percent. What can OC do to stop embarrassing itself — and why do most residents merely shrug?
