OC's Coastline Belongs to Some, Not All

As this summer reaches its final weeks, the eternal war of access to beaches continues to play in Orange County. Last month, a California law went into effect allowing the California Coastal Commission to fine people who block access as much as $11,000 per day. The controversy has had the biggest impact in Dana Point, where wealthy residents near Strands Beach long ago set up a gate that they'll lock at a whim. Will the new law stop the rich from denying access — or will business continue as usual?
