Orange County: Cesspool of Corruption?

Last week, the Orange County Grand Jury released a report suggesting the county create a blue-ribbon committee to fight local government corruption, citing decades of scandals. The report drew a giant shrug from residents, complaints of overreaching from supervisors, and an angry retort from the District's Attorney office, which stated they're on top of the problem. But can anything stop the culture of corruption in a county that perfected the game?
