    Last week marked the passing of former Orange County treasurer-tax collector Robert Citron, the man at the center of OC's infamous 1994 municipal bankruptcy. At that time the largest such bankruptcy in American history, the collapse of Citron's shady investments pulled back the curtain on the Orange County dream: all facade, no substance. But nowadays, a lot of municipalities are going the bankruptcy route, so was Citron an unlikely prophet deserving of praise?
