The Thin Brown Line

Earlier this month, Carlos Rojas was officially sworn in as Santa Ana's police chief, making him the first Latino to head the city's police department. Just up the 5 Freeway, Raul Quezada also made history earlier this year as the first Latino to head that city's police department. Both cities have long had problems with how their police departments have dealt with Latinos, and the hope is having people like Rojas and Quezada at the top level will help improve police outreach to each city's Latino communities. Will their backgrounds help any, or are they such police insiders that it'll be more of the same?
