The House and Senate will meet to consider competing police reform bills next week. Both sides agree on several issues: police need more training, body cameras should be mandated, and lynching should be a federal crime.

But the House of Representatives’ plan goes further than the Senate’s proposal. Congresswoman Karen Bass discusses the House plan, which would ban chokeholds nationwide and would make it harder for police officers to win civil suits based on qualified immunity.
