Bullying is a problem usually left for parents, teachers and schoolyard justice to solve. Now the City of Carson wants to take it to court. Carson’s City Council voted unanimously this week to make bullying a criminal offense. The measure won’t be finalized until later this month, but if it goes forward, bullying in Carson would be punished as a misdemeanor. That could mean court hearings, fines, even jail time. But how does a city enforce a no-bullying law?
