It was designed to integrate neighborhoods and eliminate housing discrimination, both overt and unintentional. Nearly 50 years later, we still live in deeply segregated communities. So today, the Obama administration announced new housing rules: cities and towns all over the country will have to take new measures to mix rich and poor neighborhoods.
