Any day now the state will experience a major earthquake, and yet, California does not have a statewide public early warning system, something that Japan and Mexico have had for the over a decade. Now Governor Jerry Brown wants the state to help pay for one and he’s earmarking $10 million for it in his latest budget. That’s a shift for the Governor, who previously wanted the system to be entirely paid for by private sources and the federal government.
