Lawyer Ted Olsen, who successfully argued Bush v. Gore before the Supreme Court, is arguing a case that seeks to make it okay for police to arrest homeless people for loitering. His argument: the encampments are a public health crisis, not only for the surrounding community, but for the people living there. He says the encampments keep people from seeking safer shelter and services.
