Can the government force gender diversity on corporations?

Gov. Jerry Brown has signed legislation making California the first state to impose gender quotas on corporate boards. Under the new law, publicly traded corporations in California must have at least one woman on their boards by the end of 2019. But business groups opposed to government mandates are questioning the legality of this law.
