    This week, Santa Barbara City Council selected a 32-year-old real estate finance attorney to fill the seat left vacant by Gregg Hart, who was elected to the County Board of Supervisors. Meagan Harmon will now represent the downtown district, which is struggling with a lack of affordable housing and a historic number of vacant storefronts along State Street. What will she do to turn things around?
