Today the White House begins its own conference with 16 countries responsible for 90% of greenhouse gas emissions. Secretary of State Condoleezza Rice opened the meeting of the world's 16 top polluting nations—including Brazil, South Africa and, most importantly, China and India, alone with the industrialized western nations. Will it undermine—or complement—the United Nations? Is the international community taking it seriously?
