North Korea conducts its fifth nuclear test

North Korea has conducted its fifth -- and perhaps biggest -- underground test of a nuclear bomb. It's the second test this year alone, and comes just after President Obama left a summit of Asian leaders in the region. What does this development mean for tensions in the region and for US efforts to enforce UN sanctions against the North?
