    Oil Spill Panel Recommends Tighter Rules, Funding for the Gulf Coast

    Last year's Deepwater Horizon oil spill in the Gulf of Mexico was "both foreseeable and preventable." That's according to former Senator Bob Graham of Florida, chair of the President's oil spill commission, which made its final report today.
