    Tony Blair helped resolved the "Troubles" in Northern Ireland. Now he's a Special Envoy to the Middle East. Will the lessons of one conflict apply to the other? We look at Blair's authority, his credibility and the kind of help he might or might not get from other "outsiders." Also, London is shut down after authorities discover a massive car bomb and, on Reporter's Notebook, the US Supreme Court has agreed to review the legal rights of prisoners at Guantánamo Bay.
