    UK high court rules 'Brexit' will require a vote by parliament

    British voters stunned the world earlier this year by voting to leave the European Union.  Now the highest court in the United Kingdom says Parliament has to approve the process before it can begin. Stephen Castle is London correspondent for the New York Times.
