    The Air Quality Management District says scrapping old cars helps clean up LA's dirty air -- but a whistle-blowing inspector says the program may be a hoax. The car scrapping program lets industries continue polluting.

    BRUCE LOHMANN: AQMD Lead Inspector who did over 80% of the car scrapping inspections over the last 3 years. He was rated Outstanding by management four years running and received Outstanding Team Award for developing the rule relating Ride Sharing to Car Scrapping program. BARRY WALLERSTEIN : Acting Executive Officer of the Air Quality Management District since the summer. Before that, he was Deputy Executive Officer for Planning, Transportation and Information Management. GAIL RUDERMAN-FEUER: Senior Attorney with the Natural Resource Defense Council. JON OWYANG : President and founder of Market Based Solutions Inc., an environmental consulting group involved in the development and implementation of market-based air quality regulations. They sit on two different advisory committees at the AQMD and operate the Old Vehicle Clearinghouse clean air program, which (we are discussing today) targets the purchase and early retirement of pre-1982 vehicles. CARLOS PORRAS: Southern California Director of Communities for a Better Environment DANIEL SHAW : Washington Bureau Chief for the Los Angeles Daily Journal. DR. KIRSTEN WALLER: Formerly a public health medical officer with the California Department of Health Services and the lead author of a study on the correlation between Miscarriage and common contaminants of chlorinated drinking water.
