California has more electric cars than any place else in the nation, partly because of generous subsidies. But the money from rebates and tax breaks goes to the state’s richest drivers who don’t even live with the worst air pollution.

Now, on Governor Brown’s desk, is a plan to get working people in polluted neighborhoods in on the fight against greenhouse emissions.
