In February, the state Coastal Commission denied permission for extending Route 241 from Orange County into San Diego County, through a nature reserve and across San Onofre State Beach.

The Foothill/Eastern Transportation Corridor Agency appealed to the US Commerce Department, and today yet another hearing was held at the Del Mar Fairgrounds, where 657 people signed up to speak.
