Can LA Get a Handle on Medical Marijuana?

LA voters face three medical marijuana measures with ranging degrees of regulation. Two would impose new taxes. Is it all about medicine or recreational use as well?

Seventeen years after California voters approved marijuana for medical use, the State Supreme Court ruled today that it's OK for cities and counties to ban it. But, in Los Angeles, voters face three ballot measures with ranging degrees of regulation — from prohibiting all but about 130 or so original pot shops to opening up the market to any that meet certain standards. Two of the three would impose new taxes. Is it all about medicine, or de facto recreational use as well? How can LA regulate something that's illegal under federal law?

On our rebroadcast of today's To the Point, as implementation of Obamacare gets under way, many Americans are confused—and for good reason. We hear what questions are being asked and what's being done to provide at least some answers before enrollment begins.
