City to Cut Watchdog Programs to Save Layoffs

The LA City Council is looking at major program cuts to avoid layoffs.  What will that mean for the Ethics Commission and Neighborhood Councils—two civic watchdogs created by city voters?  Also, the cause of the Jesusita fire. The Los Angeles City Budget is being cut, squeezed and trimmed by the Mayor and the City Council.
