Donald Shoup is a Professor of Urban Planning at UCLA and author of The High Cost of Free Parking . One thousand other city planners have started a Facebook group in his honor called the Shoupistas . Now Los Angeles has launched a pilot program for on-street parking based on his concept of 'variable rate meters."
