    FERC Judge on Overcharge for State Energy Purchase

    Governor Davis claims that wholesale power suppliers have manipulated the energy market so much they owe California 9 billion dollars in refunds. Today, after negotiations with generators broke down, an administrative law judge for the Federal Energy Regulatory Commission put the debt at just one billion. Because suppliers are owed that much, the state's net gain is zero. With court ordered evidentiary hearings on the horizon, we talk to some of the players and commentators about the latest development in California's ongoing energy crisis.
