The state legislature drew iron-clad congressional district boundaries to protect the current breakdown of 33 Democrats and 20 Republicans.  In the last election, not one seat changed hands.  But Republicans Richard Pombo and John Doolittle are in enough trouble this year that the White House has Laura Bush on the way.
