    The presidential campaign has entered a new and perhaps decisive stage, in which the policy proposals of each candidate are front and center. Al Gore says George W. Bush's plans overhwhelmingly favor the rich; Bush says he s got fresh answers for those left behind. Today we'll separate rhetoric from reality -- with senior surrogates for the Gore and Bush campaigns, plus two top economists who actually speak English.
